Clay County Earns National Recognition for Excellence in Financial Reporting

Clay County, Missouri — Clay County has received the Government Finance Officers Association’s (GFOA) prestigious Certificate of Achievement for Excellence in Financial Reporting for its Annual Comprehensive Financial Report (ACFR) for the fiscal year ending December 31, 2024.

The award represents the highest form of recognition in governmental accounting and financial reporting and highlights Clay County’s commitment to transparency, accountability, and sound financial management.

The report was reviewed by an impartial panel and judged to meet the high standards of the GFOA program, which includes demonstrating a constructive “spirit of full disclosure” to clearly communicate the County’s financial story and make financial information more understandable and accessible to stakeholders and the public.

The Government Finance Officers Association established the Certificate of Achievement for Excellence in Financial Reporting Program in 1945 to encourage state and local governments to go beyond minimum accounting requirements and produce annual financial reports that are transparent, informative, and user-friendly.

Clay County’s award marks the County’s first-ever Certificate of Achievement. Many peer governments across Missouri and the region—including Boone County, St. Charles County, Jackson County, and St. Louis County—have maintained the distinction for decades.

The County’s Annual Comprehensive Financial Report was independently audited by an external accounting firm before being submitted to GFOA for review against rigorous national standards and accounting principles.
